| Developing Action Plans For The Fight Against Urban Poverty

In the scope of the IGEP Project, which is being implemented with the partnership of İzmir Metropolitan Municipality, “Urban Socioeconomic Integration and Strategic Action Planning” Conference was held in the Ege Palas Hotel.
Dr. Sırrı Aydoğan; Acting Mayor of the İzmir Metropolitan Municipality, Füsun Çiçekoğlu; Delegation of the European Union to Turkey, Regional Development and Cross-Border Cooperation Programme, Levent Erkan; IGEP Project Director, Luc Zwaenepoel; IGEP Team Leader, strategic planning experts, representatives of project’s beneficiary municipalities, academicians of the universities’ social policy departments and invited guests have attended the two-day conference that was hosted by Izmir Metropolitan Municipality.
Acting Mayor of İzmir Metropolitan Municipality, Dr. Sırrı Aydoğan gave the opening speech of the conference mentioning that IGEP was a long term study and the first meeting of IGEP in Izmir was held in June 2009, since then important studies were carried out in the city. Acting Mayor Aydoğan said “Very serious works have been carried out in Izmir, Ankara, Istanbul and Bursa. The most important outcomes of these works were the developed strategic action plans. We will talk about the strategic action plans in these two days. I hope that these efforts will be sustainable.”
Füsun Çiçekoğlu from Delegation of the European Union to Turkey, stated in her speech that during the conference urban poverty and how to eliminate urban poverty will be discussed in detail. Project Director Levent Erkan said that the project activities were proceeding in a fast and intense way and indicated the studies carried out by İzmir Metropolitan Municipality. IGEP Team Leader Dr. Luc Zwaenepoel highlighted the importance of the sharing of 10-year plans and programmes and the development of strategic plans and pointed out that an assessment of the studies of IGEP will be made in the conference.

Sultanbeyli Child and Youth Center’s 3rd Local Event “Best Practices for Children Meeting” held in Istanbul on April 14, 2010. Public Institutions and NGOs focusing on child rehabilitation projects gathered in the event which took place at Sultanbeyli Culture Center. Sultanbeyli Districty Governor Mehmet Ceylan, Sultanbeyli Mayor Hüseyin Keskin, İstanbul Metropolitan Municipality’s Head of Health and Social Services Department Muzaffer Saraç, IGEP Social Measures Component Key Expert Hans Maeth and representatives from NGOs participated in the event.
Muzaffer Saraç said in his speech that 404 children returned to their schools within the context of activities by the Sultanbeyli Child and Youth Center. He also added that 310 of them were working on the streets and they were under the risk of facing some serious difficulties in their future life and 94 of them were about to leave the school and start working on the streets.
IGEP Social Measures Component’s Key Expert Hans Maeth elaborated on the project and stated that the results show that choosing Sultanbeyli as a pilot area was the right decision. Maeth said that having such a center, in which they can learn and socialize, is a gaining for the children in every aspect and added: “Thanks to all who have provided support. I see that we can be optimistic about the future through this program”
Following the opening speeches, children’s shows started. Talented children from the Center have addressed to their elders with the performance called “We apply for your Childhood” and continued by a gym performance of the children who are registered sports classes in the center. A cantata and a vignette also performed by the children. Following the choir, certificates of CNC students are presented by Mayor and other representatives from Municipality.
Best Practices for Children Meeting’s second part started with a keynote speech by Gehrard Fuchslocher, Board Member of International Society for Mobile Youth Work. Following the speech round tables held and İstanbul Genç Hayat Foundation, Life Foundation, Sultanbeyli District Directorate for National Education, Üsküdar District Directorate for Security, Pendik District Governorship’s Board of Human Rights, Sultanbeyli Child and Youth Center and İstanbul Youth Rehabilitation and Vocational Education Center (İSMEM) elaborated on their projects to the participants. The event finalized with evaluation and closure speech of Istanbul Metropolitan Municipality’s Component II Coordinator Dr. Aylin Çiftçi.

| Ankara through the shutter: “The street in the eyes of the children”

The photo exhibition titled “The street in the eyes of the children”, consisting of photographs taken by the children registered to the Ankara Metropolitan Municipality Drug Addicted and/or Children Living on the Street Social Rehabilitation Centre was opened at the centre on March 31st, 2010.
The exhibition was organized as the second local event in the scope of the Project. The event was opened by the Ankara Metropolitan Municipality Deputy General Secretary Ömer Vural and Child and Youth Branch Director Ahmet Yılmaz.
For the exhibition, the children registered to the centre were given basic photography courses by amateur photographers and then took photos together with the volunteer photographers in the Ankara Citadel and Altındağ areas. 30 of the hundreds of photos taken were exhibited. Mr. Vural recieved information about the shoot from the children as he viewed the exhibition and commented that the exhibition should be repeated in other areas outside the centre.

İzmir Metropolitan Municipality Child and Youth Center that established in the scope of İGEP realized its second local event at İzmir Natural Life Park on 27 March 2010. 60 children who were registered in the Center, 2 parents, IGEP TAT Key Expert Hans Maeth and Metropolitan Municipality’s Cultural and Social Affairs Directorate staff had participated in the event.
First, with the presentation prepared by the staff of the park, children received information about the natural life park and then, they visited the mini- museum established in the training hall and had a chance to examine animal skeletons. Children visited the other parts of the park with the officers of the park, they especially had very exciting moments in the tropical center. They examined the whole park area with curiosity and excitement and they had much interest in boa in tropical center.
With the visit to İzmir Natural Park, children were able to learn about animal nutrition, shelter and their natural life conditions. Children spent a day in the Natural Life Park environment and had fun in the play grounds located in the park area.

| The 4th IGEP Steering Committee Meeting was held in Bursa

| The 3rd İGEP Study Visit has been carried out to the United Kingdom between the 18th and 22nd January 2010. The Study Visit focused on the strategic planning and performance monitoring processes in the UK and also on the administration of structural funds in Glasgow. The group consisted of 14 senior administrators and planners from the 4 municipalities, including Mr. Ömer Vural, PCU Head and Deputy General Secretary of the Ankara Metropolitan Municipality and Ms. Serpil Baran, PCU Head and Deputy General Secretary of the İzmir Metropolitan Municipality. İGEP was represented by Project Director and Managing Director for DeLeeuw International.
During their stay in London, between January 18th and 20th, the participants visited several local administrations including the Westminster City Council, the City of London Corporation and the Greater London Authority. The group was greeted at the Greater London Authority by Ms. Jenny Jones, Head of the Assembly and received information on the preparation and scrutinization of the regional planning document, widely known as the London Plan.
The group also visited project consortium members White, Young & Green International, and was officially met by managing director Neil Parison. Presentations supporting the aims of the Study Visit were given during this meeting. The group also has the opportunity to meet with Mr. Michael Davey, representative of the European Reconstruction Development Bank in the newly established EBRD office in İstanbul.
Later on in the week the group travelled to Glasgow, Scotland to continue meetings with the Glasgow City Council and the Glasgow Community Planning Partnership, among other. In general, the trip was successful in visualizing the best practices in strategic planning and exposing participants to the core values of planning processes in the UK, such as transparency, equality and the participatory approach. These values are regularly adhered to; the strategic planning process of a local administration, complete with local public consultation and overview by the national government, make take up to 3 years. This was characterized by one of the speakers on the visit as the “price of democracy”. Regarding the planning process, “it’s like steering a supertanker through a strait, it takes a lot of time to change course, but during that time the voyage continues”.
The Study Visit was an overall success and the participant found it to be beneficial. Mr. Mustafa Kemal İşler, Strategic Planning Director for the İstanbul Metropolitan Municipality stated; “content wise, the program was very good. We had the opportunity to evaluate our own weaknesses while observing similar processes. I believe we will have the opportunity to use what we have learned.”
The 4th and final İGEP Study Visit will take place between the 12th and 16th April, 2010 in Barcelona.

Sultanbeyli Child and Youth Center’s 2nd Local Event took place in İstanbul, at Aydos Forest on December 4, 2010. Deputy Mayor of Sultanbeyli Ahmet Demir, İstanbul Metropolitan Municipality’s Head of Darülaceze Tayfun Karali, Istanbul Metropolitan Municipality’s Component II Coordinator Dr. Aylin Çiftçi and Staff of the Sultanbeyli Child and Youth Center have participated to The Planting and Kite Fest.
During the first of part of event, children planted pine seeds in the deserted areas of the forest and experienced the joy of contributing to the environment. The second part was the kite fest and children decorated the Sultanbeyli sky with their colorful kites. At the end of the day children released hundreds of baloons to the sky. |

| The 3rd IGEP Steering Committee Meeting was held in Ankara

The 3rd Steering Committee Meeting in the scope of the Internal Migration Integration Project (IGEP) financed by the EU and implemented simultaneously in the Metropolitan Municipalities of Ankara, Istanbul, Izmir and Bursa, was held in Ankara.
Officials of the four beneficiary municipalities, as well as representatives of the Central Finance and Contracts Unit and the European Commission Delegation to Turkey participated in the meeting which was hosted by the Ankara Metropolitan Municipality at the Altınpark Municipal Facilities.
The meeting, held on November 3rd, also hosted many Turkish and foreign experts, bureaucrats and academics and focused on the progress made in the project and activities carried out since the last Steering Committee Meeting that was held in Istanbul.
The Internal Migration Integration Project aims to solve the problems of migrants moving to metropolitan cities and integrate the disadvantaged groups into city by developing the capacities of the Metropolitan Municipalities to address these issues. Project Director Levent Erkan, in his opening address, stated that 86 experts were working on the project in coordination with the Metropolitan Municipalities of Ankara, Istanbul, Izmir and Bursa in the 7 offices that have been established.
Erkan summarised the progress made in the project in the last 3 months and emphasized that lunches are being provided to the children attending the 4 child centres that have been opened in the scope of IGEP.
Deputy Secretary General of the Ankara Metropolitan Municipality and Project Coordination Unit Chairman Ömer Vural, stated that the centres affiliated to the Metropolitan Municipality are providing services to children, youths, women, seniors and disabled persons and emphasized that “efforts to achieve integration are ongoing in these centres and in the Social Rehabilitation Centre that has started activities”.

| Social Rehabilitation Centre has opened

Ankara Metropolitan Municipality Social Rehabilitation Centre for Street Children and/or Children with Substance Addiction has been opened with a joyful ceremony, which had high number of participants.
The opening of the Social Rehabilitation Centre, in the context of the Internal Migration Integration Project (IGEP), was made by the Ankara Metropolitan Municipality Deputy Secretary General Ömer Vural, Social Services Department Head Adnan Şeker, IGEP Team Leader Dr. Luc Zweanepoel and IGEP Social Services Key Expert Hans Jürgen Maeth all together.
Besides the Youth and Child Department Director Ahmet Ali Yılmaz, Disabled and Rehabilitation Department Director Bünyamin Aybakır, Elderly Services and Care-houses Department Director Atıf Soylu, Social Support Planning and Coordination Director İbrahim Meydan and IGEP participants, units related to the Social Services Department and their personal and high number of invited guests have attended the opening.
Deputy Secretary General Ömer Vural, who has spoken at the opening of the Social Rehabilitation Centre stated “With the centre for children who are working on the streets, which is operating since 1992 in Ankara, we were protecting them from the risks and dangerous, and now with this centre we are aiming the social rehabilitation of addicted children or who are under the risk of becoming one.” Ömer Vural mentioned at his speech that the centre became stronger with the support of İGEP, which is working with full capacity, with trainings expertise of the personnel were increased, and is thanking IGEP for this.
Head of Social Services Department Adnan Şeker stated that the Ankara Metropolitan Municipality has allocated a serious budget to social service provision, that with providing educational activities to children and youth at the centres they are supporting them the best way possible, added that “with our today opened Social Rehabilitation Centre, we will take care of our children who are living and working on the streets, or are using drugs or are under the risk of using; we will work harder for their future”.
IGEP Social Services Key Manager Hans Jürgen Maeth , who took the word last, and stated that the IGEP Project is a very successful Project and that they are paying extra attention to the Social Rehabilitation Centre, and that for long term success of the centre, it needs support from the Ankara Metropolitan Municipality. Maeth said that, despite that fact that the Centre is just opening, very good activities were carried out, and that they will expand these activities with this opening.
At the opening the Altındağ Youth Centre Seğmen group has impressed the guests with their shows, Sincan Youth Centre have entertained the guests with their traditional dances. In addition, members of the Çubuk Family Youth Centre have enlightened the opening with poetry reading, Turkish folk songs and a rap show. The opening has finished with the concert of Ankara Metropolitan Municipality Turkish Folk Music Group, and at the end of the opening, a cocktail was arranged for the participants.
The social rehabilitation of addicted children is targeted
At the Social Rehabilitation Centre Children where children who are living on the streets, or have the risk and/or addicted children will be accepted, children under 18 years old will be reintegrated with public and their families with multiple rehabilitation program.
At the Centre which is spread on 13500 metre square and has 80 beds, and has the capacity to give social rehabilitation work to the children and youth who have completed their medical treatments; under the control of social service expert, physiologist, sociologist, sports trainers, technical and maintenance experts; social, cultural, sportive and psycho-social support will be provided.
In addition to painting, music, pronunciation, English and other course at the centre, vocational courses such as cooking, hair dressing, web design is planned to be organized together with the support of BELMEK, BELTEK and Apprenticeship Training Centre. |

| İzmir First Local Activity

Izmir Metropolitan Municipality Child and Youth Center which has opened its doors on 20th November, “Child Rights Day”, realized its first local event at Historical Gas Factory. Children that attend courses in the Child and Youth Center came together in the event and enjoyed their day.
İzmir Metropolitan Municipality Deputy Mayor Sırrı Aydoğan, Provincial Social Services and Child Protection Director Zekeriya Ertaş, municipality bureucrats, İGEP Key Expert Hans Maeth, children and their families have attended the event.
Deputy Mayor Dr. Sırrı Aydoğan indicated that İzmir Metropolitan Municipality will always be ready to support children and added “children who cannot even dream a life other than they live, now with this Project have started to realize that there are different things in the world”. Dr. Sırrı Aydoğan mentioned that Child and Youth Center provide services approximately to 400 children and their families have been briefed. Provincial Social Services and Child Protection Director Zekeriya Ertaş, stated that they are glad to see the sentivity of local administrations in social services.
Event started with opening speeches and continued with concerts of several music groups of the center and some face painting. All children accompanied the music of Armoni Music Group, Metronom Music Group, Harem Rythm Group and Guitar Group with their dances.
In the exhibition hall paintings and cartoons drawings of the children attending the Center were exhibited. Children and families participated in the workshops after the exhibition and cocktail. In the workshops, one group of children drew cartoons with a theme “our neighbourhood”. Another group sat on cushions and painted each other’s pictures. Children had the happiness of painting with their mothers. Individual painting group had also used “our neighbourhood” theme. Children had fun while they were painting their neighbourhood. All studies were hung on the walls and shared with spectators. The craft papers that were hung on the walls prepared another activity area for the children who are interested in graffiti. Children wrote the words they wanted on those craft papers and experienced a different experience.

| Problems of Children and Youth were discussed at the Symposium in Bursa

“Social Work with Children and Youth at Risk Symposium” was organized within the scope of “Internal Migration Integration Project” (IGEP) on the 16th and 17th of December in Bursa with the participation of 250 guests and speakers.
In the opening session of the symposium, IGEP Social Services Key Expert Hans-Jürgen Maeth gave information about the aim and the working methodology of the symposium and IGEP Team Leader Luc Zwaenepoel provided information about the project in general. Hacettepe University, Child Psychological Health and Diseases Department Head Prof. Bahar Gökler referred to the high number of children working in the streets in the cities that receive high migration. Also, Gökler has mentioned that lack of parental supervision leads to all kinds of abuse and neglect and as they are also deprived of education, they face hunger, diseases and drug addiction, etc.
In the afternoon session which was moderated by Journalist and TV Producer Tayfun Talipoğlu “The Situation of Children and Youth in Society” was discussed by Deputy Director Özcan Kars from SHÇEK, Professorial Fellow Dr. Bülent İlik from Başkent University, EU and Projects Director Niyazi Kaya from Ministry of National Education, General Directorate of Primary Education, lawyer Türkay Asma from Ankara Bar Association, Bursa Regional Deputy Director Mehmet Çiftçi from Labour and Social Security Ministry, Co-Presidents of 2006-2007 Children’s Rights Comitee Rifat Cankat and Hazal Hürman.
Following the interactive panel, round tables were established to discuss the themes; under the preventive steps main title: “Policies and Legal Instruments to Follow to Protect he child” and “Child in the Family” themes and under the rehabilitive steps main title: “Services for Children and Youth” and “Projects to Reality: Projects towards Children and Youth” themes were discussed. Suggestions, which came to the fore in the round table meetings that continued in the second day and in which approximately 30 experts participated, were analysed by the moderators and reporters of the groups and the Final Resolution was prepared by Lawyer Türkay Asma and Social Services Expert Tülin Kuşgözoğlu who also presented the Final Resolution to the symposium participants.
After the Assoc. Prof. Ersin Kuşdil’s (Uludağ University, Department of Psychology) presentation on “Factors Affecting the Criminal Behaviour of the Adolescents and Rehabilitation Methods” and Prof. Esin Küntay’s (Mimar Sinan University of Fine Arts, Department of Sociology) speech on “Children at Risk: Some Criticisms and Suggestions regarding Child Protection Policies”, closing speeches were given by Meltem Yalçın, Contracts Manager from Central Finance and Contracts Unit, Füsun Çiçekoğlu, Sector Manager from Delegation of the European Commission to Turkey and IGEP Team leader Luc Zwaenepoel.

| IGEP 2nd Study Visit: Germany

2nd Study Visit in the scope of IGEP was organized to Germany; Köln, Bohn, and Berlin between 7-11 December 2009. 13 participants from Social Services and related departments of the beneficiary Metropolitan Municipalities of Ankara, İstanbul, Bursa and İzmir participated to the Study Visit.
The main aim of the Second Study Visit was to recognise researches, projects and models in the fields of immigration and social services and to show EU best practises in finding creative solutions to social and economic integration problems of migrants and disadvantaged groups.
Within this scope, participants who already have knowledge and experience in their fields have met with social service models of Germany and through visits to different institutions they have acquired information about the implementation processes of social services and have contributed to the establishment of long term cooperation opportunities.
The aim of study visits is, together with sharing information and experience, to have the opportunity to make comparisons in the 4 selected countries in the scope of the project. Thus, with contacting with related and associated institutions, provide support and strength to other project activities with the information and experience acquired.
Participants have expressed that the most interesting parts of the study visit were visiting various social service centers, Cologne University, Par-Ce-Val Addiction center, a school in Berlin and Sarı Villa. They also expressed that legal regulations about children in Germany, cooperation with instiutions in Family Centers, presentation of Jugendhilfe - Youth institution (directed more to the practice), established support systems in Germany, intensive work of volunteers and their devotion to this, active decision taking of local administrations, creative activities for kids and veing able to observe and listen to the experts’ experiences in the centers which are very similar to the centers opened in the scope of İGEP were of interest.

| IGEP 1st Study Tour: The Netherlands and Belgium

The 1st Study Trip in the scope of IGEP has been carried out to the Netherlands and Belgium, between July 13th and 17th, 2009. A total of 14 participants from the beneficiary Metropolitan Municipalities of Ankara, İstanbul, İzmir and Bursa took part in the tour, which visited various project sites in Amsterdam, Delta Werken, Beringen and Bruges, as well as the European Parliament and EU organizations in Brussels. IGEP was represented by Strategic Planning Key Expert Gökhan Menteş.
Visits were also paid to a social renewal project in Amsterdam that included a cluster of social centres as well as renewal of social housing and life-long-learning facilitations; in Amsterdam such multi-dimensional facilities are being used to attract people to a social environment and also attract investment to the immediate surroundings. Ms. Nalan Fidan, Department Head for the Metropolitan Municipality of Bursa: “it has been a useful exercise to see in a 5 day trip 12 projects that are considered Social-Economical projects in Belgium and the Netherlands”
Mining
Mirroring the economic and social transformation experienced in the last two decades in Belgium, most of the old coal mines have been closed. The planners in the cities of Beringen and Genk have found a solution in the renovation and transformation of former mining facilities and towns into centres of business and culture by using the old mine buildings.
Coming from the Belgian/Turkish community, Mr. Selahattin Koçak, himself a former mine worker, is now involved in politics and working on the renewal of the old mine site in his town Beringen. “Still 20 years after the closing of the mine the town breathes coal. The city therefore uses the play on words –Beringen, more than my -mine- city. Everything is related to the mine here: the mine bakery, mine coffee house and the old mine building that we now will renovate and transform into a centre of business and recreation. Integration means for me also that Turkish have to learn the Flemish language.”
Strategic Planning Models in view of Rapid Migration
The Netherlands and Belgium have a wealth of experience in strategic planning processes, and one of the aims of the study tour was to visualize these experiences. In general, these countries are not currently experiencing problems related to the integration of internal migrants, the integration of international migrants is an ongoing challenge.
In these countries, integration in strategic planning is focused on the provision of opportunities to outsiders, in order for them to introduce and adapt themselves into the host society, however, housing, social infrastructure and learning facilities are combined into the single strategic plan that is implemented. Strategic planning in this context is also based on the principle of subsidiarity, as referred to in European Union terminology. This principle entails decentralization to the lowest level possible in order to enable a wide spectrum of stakeholders to be integrated in the decision-making process.
The formation of a deeper understanding of these concepts is one of the main outcomes of the study tour. The tour has been especially relevant as it has illustrated the solutions found and outputs reached through the planning process governed by EU regulations.

| International Migration and Urban Poverty Symposium

In the scope of İGEP Project, aimed to support the solution of socio-economic integration problems in in-migrant destinations, the “International Migration and Urban Poverty Symposium” was organized. At the Symposium, which is held on 16th October 2009 at Ankara Metropolitan Municipality Conference Hall, academicians, migration experts and government representatives came together to address the important migration challenges in Turkey.
Symposium started with the opening speeches of Dr. Luc Zwaenepoel, İGEP Team Leader, and Levent Erkan, General Manager of DeLeeuw International, and continued with four panels: “Welcoming and Integrating Immigrants,” “Human Mobility and Development,” “Overview and Analysis of Existing Practices in Turkey in Dealing with the Issue of Urban Poverty” and “Reasons for Urban Poverty and Solution Models.”
Speaking at the symposium, Füsun Çiçekoğlu, Sector Manager for Regional Development and Cross-Border Co-operation at the Delegation of the European Commission to Turkey, stated that paradigms concerning the migration have begun to shift and since 2000s new policies have begun to be developed to make migration a development tool. During his speech, Francisco R. Rodriguez, Head of Research Team for the United Nations Human Development Report, gave information about the UN Human Development Report and explained that although migration has a supporting role in development, it shouldn’t be seen as an alternative way for development and prosperity of the countries.

| Ankara Street Children Centre Art Exhibition: “Seeing the world through the eyes of the children”

“Seeing the world through the eyes of the children”, an exhibition of 49 artworks produced by the children attending the Ankara Metropolitan Municipality Centre for Children Working on the Streets was opened at the IGEP central office. The exhibition was opened by Ankara Metropolitan Municipality Deputy Secretary General Mr. Ömer Vural.
In the exhibition, 49 pencil drawings, oil paint, water paint and dry paint artworks produced by the children attending the Ankara Metropolitan Municipality Centre for Children Working on the Streets are on display. The opening was also the stage for a striking performenace by the Altındağ Children’s Club Rhythm Group.
Ankara Metropolitan Municipality Deputy Secretary General Mr. Ömer Vural, who officially opened the exhibition, stated that the field work done in the scope of the project would shed light on the efforts to ensure the socio-economic integration of the disadvantaged groups migrating to the city. Vural also emphasized that the Ankara Metropolitan Municipality Centre for Children Working on the Streets was supporting young artists such as Mücahit Türkcan, who has received an award from the international contest held recently in Macedonia, and that these children are assisted in preparation for further education at fine arts faculties in various universities. Vural added that the percussion group comprised of attendees of the Altındağ Children’s Club have performed at many national and international events and that many of these children have found the opportunity to continue their art and music education at university conservatories.
The exhibition includes 29 paintings and drawings by the young artist Mücahit Türkcan, student of the Aktaş Industry Vocational High School Machinery Department, who said that he aimed to become one of the well known artists in Turkey and that he aimed to complete his education in the Faculty of Fine Arts.

| Local Event for the Sultanbeyli Child and Youth Center: Semazen Restaurant Dinner

On September 15th, 2009 Tuesday night, within the scope of İGEP; a dinner was organized in Semazen Restaurant to promote Sultanbeyli Child Center. 75 children, 10 families, district muhtars, Mayor and his deputies, Director of Provincial Police, subgovernor, Director of Provincial National Education, İSMEM Administrators and teachers, some governmental and non-governmental organizations in the district have joined to dinner. During the dinner, participartors have watched the promotion presentation of Sultanbeyli Children and Youth Center and responsible of the Center, Darülaceze Deputy Head Ms. Aylin Çiftçi has given informative speech.
Emcee of the night where Sultanbeyli Mayor has given a short speech, was Mr. Muzaffer Çevik, Press and Public Relations Responsible of the Center. Along the night Turkish Art Music was listened and participants have shared views concerning the center and its studies.

| Sultanbeyli Child and Youth Centre had its official Inauguration Ceremony

The Inauguration Ceremony of Sultanbeyli Child and Youth Centre was realized with the participation of the State Minister and Chief negotiator Mr. Egemen Bağış, State Minister for Women and Family Affairs Ms. Selma A. Kavaf, İstanbul Deputy Governor Mr. Mustafa Altuntaş, İstanbul Deputy Mayor Mr. Ahmet Selamet, Sultanbeyli Mayor Mr. Hüseyin Keskin, SHÇEK İstanbul Provincial Director Mr. Öanl İnaltekin.
Inauguration which had a broad participation started with Kayışdağı Darülaceze Child Centre Rythim Group’s show. In the inauguration, gymnastics show and rap show of the youth from İSMEM were received great applause. After the ceremony that took place in Sultanbeyli Square, State Ministers and local administrators visited the Sultanbeyli Child and Youth Centre and received information concerning the operations of the Centre.
State Minister Kavaf stated that Sultanbeyli Child and Youth Centre was established in cooperation with İstanbul Metropolitan Municipality and Sultanbeyli Municipality within the scope of Internal Migration Integration Project (İGEP) which was funded by European Union. The Minister also mentioned that the Centre is capable of providing rehabilitation and training 350 children at the same time.
İstanbul Deputy Mayor Mr. Ahmet Selamet said “We wish that this study which is being carried out in cooperation with Sultanbeyli Municipality and İGEP Technical Assistance Team will not only be a good practice for Sultanbeyli and İstanbul but also for whole Turkey.”

| IGEP II. Steering Committee Meeting has been realized on 5th of August 2009 in İstanbul by the hosting of İstanbul Metropolitan Municipality.

In addition to the participation of IGEP Project's central and local experts and consortium partners; representatives from CFCU, EC Delegation to Turkey, high level representatives from local administrations, municipalities and related institutions have attended to the Steering Committee Meeting which is realized quarterly in order to determine the strategic road map of the project and create the highest authority for guidance and decision.
During the steering committee session in the morning, developments about the project and prospective studies that are going to be realized until the next steering committee have been evaluated. After this meeting; workshops for the experts and municipality representatives working on each component have been realized.

| The First SWOT Meetings in İstanbul, İzmir, Ankara and Bursa Have Been Carried Out

First round of the SWOT Meetings, which are planned to gather key actors/institutions working on internal migration and/or street children and to make them discuss internal migration and its consequences have been realized in four province.
In each city, approximately 70 representatives from related bodies have attended to the general meetings and continued their technical meetings at five different working groups.
Mentioned SWOT meetings not only contribute to the Strategic Action Plans but also build a platform that introduces all stakeholders into the process with a participatory approach and develop cooperation.

Bursa Metropolitan Municipality (BMM) Children Centre; which has been constructed by BMM with financial support of the EU in the framework of IGEP and opened on 4th of March, has started its activities. After the opening more than700 children have registered to the centre and started to benefit from the activities of centre in a program.

IGEP First Steering Committee Meeting has been realized at the Çetin Emeç Meeting Hall of İzmir Metropolitan Municipality which acted as the host of the meeting.
In addition to the participation of IGEP Project's central and local experts and consortium partners; representatives from CFCU, EC Delegation to Turkey, State Planning Organization and high level representatives from local administrations and municipalities have attended to the meeting.
After the opening speeches of Deputy Mayor of İzmir Metropolitan Municipality Mr. Sırrı Aydoğan; Project Director Mr. Levent Erkan; Project Team Leader Mr. Luc Zwaenepoel and Ms. Füsun Çiçekoğlu from EC Delegation; participants are informed about the IGEP project and İzmir side of the project.

| Kick off meeting of İGEP 14th January 2009

On the 14th of January, CFCU, the TAT and the Consortium organized the kick off meeting of the IGEP project.
Approximately 60 high level representatives and experts participated in the kick off. Bursa, Izmir, Ankara and Istanbul/Sultanbeyli had all sent a representative number of staff related to both planning and social service delivery – all of which have subsequently become involved in project implementation through the Project Coordination Units (PCU) which have been established in each of the cities.
CFCU and IGEP took into account comments and contributions from the beneficiary metropolitan municipalities regarding the difficulties to find staff for the Centres for Street Children and the relatively late provision of equipment and furniture for the centres. This is important for IGEP as the centre activities related to IGEP can only be implemented once the centres are operational.
What regards development of Strategic Action Plans, the proposed methodology divided into 3 phases – each finalised with a local level SWOT conference was presented in detail during the afternoon session.
